w:Ruby is a programming language... Rails is a frame/work and structure built on top.

RoR is one of the fastest ways to get a data driven web application up and running and the code is some of the cleanest and simplest around... once you understand the system. This makes maintenence and taking over someone else's code much easier.

The downside is that the language is not on most hosts and there are not yet a ton of people who know how to use RoR.
